Holmes Beach Has Three Rental Markets, and the City Just Started Enforcing All of Them

Two Holmes Beach listings can sit four blocks apart, carry similar price tags, and still promise buyers completely different businesses. One house can be booked for a long weekend. The other can only be rented in 30-day blocks, full stop. The listing sheet won't tell you which one you're buying. The zoning map will, and until recently, the city didn't have the staff to consistently check who was following it.

That changed this summer. On July 21, 2026, Holmes Beach's Code Compliance Department held its annual vacation rental stakeholders meeting, this year built around the theme "Preserving Paradise Through Partnership." According to reporting from the Anna Maria Island Sun, Code Compliance Officer Nate Brown told the room something that should matter to anyone shopping for an investment property on the island: enforcement of the city's rental rules is no longer something a handful of staff try to keep up with by hand. It now runs continuously, across every rental in the city, registered or not.

If you're comparing homes in Holmes Beach against listings in Anna Maria, Bradenton Beach, or the mainland, that shift changes the math on what a property can actually earn, and how much risk sits underneath a rental income projection that looked solid a year ago.

The map buyers don't see

Holmes Beach splits its residential land into zones that set a hard floor on how short a rental can be. R-1 and R-1AA parcels, which include the Key Royale and Bay Palms areas, carry a 30-day minimum. R-2 through R-4 parcels can be rented for a minimum of seven nights. A-1 parcels, mostly condominiums, can be rented nightly. None of this shows up as a line item on a county tax bill or a standard listing sheet. It lives in the city's zoning code, and a buyer has to go looking for it.

That map is not unique to Holmes Beach in spirit, but it is unusual in structure. Anna Maria and Bradenton Beach run their own vacation rental certificate systems too, but both are zoned for weekly rentals across the board. Holmes Beach is the Anna Maria Island city with an internal patchwork instead of one uniform rule. A buyer who assumes a house can be booked nightly because a neighboring A-1 condo does exactly that is making an assumption the zoning map won't support.

From complaint-driven to continuous

For years, the gap between what the ordinance said and what actually got checked was wide. Brown told the stakeholders meeting that when the registration program launched in 2016, the city had 245 registered short-term rental units and relied on staff manually watching rental websites and following up on complaints, per the Sun's coverage. The program has since grown to roughly 1,600 registered units, a scale that made manual monitoring impossible to sustain.

The city's answer was software. Holmes Beach now uses a platform called Rentalscape, built by Deckard Technologies, which scans more than 10,000 vacation rental websites a day looking for listings that don't match a valid registration. In a February 2026 release announcing the results, Deckard reported that more than 1,600 short-term rentals in Holmes Beach were in compliance following the rollout. Brown put the change in practical terms:

"Before this partnership, enforcing our ordinance required a significant amount of legwork and in person investigations."

That sentence is the whole story for a buyer. A property that quietly listed on a booking site under the radar for a few seasons was operating in a system built on spot checks. It is now operating in a system built on daily automated scans. The income history a seller shows you from 2023 or 2024 may reflect a rental posture the city was not yet positioned to catch. That does not mean it reflects one the city will keep tolerating.

The grandfather clause with a deadline

There is a second layer to this that carries an actual expiration date. Holmes Beach's occupancy rules cap how many guests a vacation rental can host, generally the lesser of two people per bedroom plus two, one person per 150 square feet of living space, or twelve people total. Properties that were already operating above that cap as of February 9, 2022 could apply for grandfathered status, but only for five years.

That window closes on February 9, 2027, about six months from now. Any buyer looking at a Holmes Beach rental that markets itself on higher occupancy than the standard formula allows should ask directly whether that capacity rests on a grandfathered exception, and if so, confirm what the booking calendar and revenue picture looks like once the exception lapses. A rental that sleeps sixteen under a 2022 grandfather clause is not the same asset once it's capped back down to twelve.

What the inspection actually checks

Registering a rental in Holmes Beach isn't a form you file once. The city's Vacation Rental Certificate requires an initial application fee of $545, which includes inspection, and a renewal fee of the same amount every two years. Re-inspections run $50 for the first follow-up and $75 for the second. The full ordinance, covering registration, inspection standards, and occupancy limits, is public record through the city's Municode library.

The inspection itself checks against the Florida Building Code, Fire Code, and Life Safety Code, along with FEMA regulations, per the ordinance's own text. On a barrier island where many homes sit on pilings, that last piece matters more than it sounds. Ground-level space under an elevated home is often limited under flood construction rules to parking, storage, or building access rather than finished living area, and a certificate inspection is exactly the kind of scrutiny that would flag a room that got finished out without that permission.

Before you write an offer on a Holmes Beach property you plan to rent, confirm a short list of things directly with the seller or the city rather than assuming them from the listing:

  • Which zone the parcel sits in, and what minimum stay that zone allows
  • Whether the current VRC is active, and when it was last renewed or inspected
  • Whether any occupancy figure relies on the 2022 grandfather exception, and its remaining term
  • Whether any ground-floor or below-grade space was permitted as living area
  • Whether the certificate's authorized agent needs to be updated after closing, since the ordinance lists a separate fee for that change

Comparing Holmes Beach to nearby unincorporated parts of Manatee County adds one more layer: the county itself has no short-term rental ordinance of its own, according to the Realtor Association of Sarasota and Manatee. The rules that matter are entirely set by the city you're buying in, which is exactly why the zoning line inside Holmes Beach carries more weight than it would in a jurisdiction with one countywide standard.

The price you see depends on where you look

Even the baseline number buyers start with is less settled than it looks. Portal data put the Holmes Beach median sale price at $926,000 as of November 2025, up sharply year over year, while a different market tracker showed a median sale price closer to $1,395,000 in April 2026. Different samples, different months, different mixes of condos and single-family homes will produce different headline numbers. If the sale price itself shifts depending on which source you check, the rental income a property can legally generate, which depends on a zoning line no portal displays at all, deserves at least as much direct verification before you commit to a number in your pro forma.
