Two Lakewood Ranch homes on 57-foot lots can carry district debt-service assessments that differ by more than $1,400 a year, and nothing on a listing explains why. The Lakewood Ranch Stewardship District posted its FY2027 assessment schedule this month. It covers October 1, 2026 through September 30, 2027, and it prices each lot by the bond series that paid for its neighborhood's roads, ponds and parks. Lot width matters only inside a single bond. Across bonds, the neighborhood name predicts the bill better than the frontage does.
These charges show up on the property tax bill and are separate from HOA dues. The community's FAQ, updated September 2026, puts village HOA fees between $100 and $800 a month, with most between $200 and $300. According to the district's own guide, the Stewardship District does not handle day-to-day village maintenance. That stays with the HOAs, so a buyer comparing homes is comparing two separate cost streams.
One lot width, very different debt
Holding lot width constant makes the point. Here is what several 57-foot lots carry in net annual assessments for FY2027:
| Neighborhood and bond | Net debt service | Net O&M |
|---|---|---|
| Central Park, Series 2021A | $520.87 | $504.60 |
| Central Park, Series 2023 | $587.38 to $1,145.77 | $504.60 |
| Belleisle, CCE Series 2020 | $699.14 | $649.01 |
| Alcove at Waterside | $879.05 | $694.28 |
| Whittlebury, CCE Series 2023 | $1,852.34 | $649.01 |
| Highlands, CCE Series 2020 | $1,988.64 | $649.01 |
| Whittlebury, CCE Series 2020 | $2,157.04 | $649.01 |
Belleisle, Highlands and Whittlebury all sit under the same Country Club East Series 2020 bond, yet a 57-foot Highlands lot carries nearly three times the debt service of a 57-foot Belleisle lot. Belleisle lots also appear on their own Belleisle Series 2021 schedule, at $554.73 net for a 57-foot lot. Adding that line brings Belleisle to $1,253.87, which is still well under Highlands. The O&M column runs on a separate logic. It is a flat amount for each area of the Ranch, so it never changes with lot width within an area.
Why a narrower lot can owe more
Since debt service follows the bond, small lots can carry heavy bills. In Waterside's Shellstone section, Neighborhoods 9 and 10, a 24- or 26-foot lot carries $987.78 in net debt service for FY2027. A 42-foot lot under the Del Webb 2017 bond carries $583.71. In that comparison, the home with less than two-thirds the frontage owes about $400 more a year.
Some neighborhoods also stack more than one bond. The schedule notes that Star Farms has two. A Family single-family 40-foot lot there carries $448.08 under the Star Farms Series 2021 bond, and the schedule separately lists $672.50 for Star Farms under the NE Sector Phase 2B Series 2020 bond. According to the same document, Azario "essentially has 4 bonds," and Sweetwater and Lorraine Lakes each have two.
The spread can be just as wide within one community. In Lake Club, the Series 2021 schedule shows no debt service on a Villa. A Park home carries $1,602.11 and a Plantation home $3,472.82, and all of them pay the same $649.01 in net O&M.
The bigger share of the bill is the share that ends
Debt service is usually the larger share, and it behaves differently from the rest of the bill. The Stewardship District's guide describes the two assessment types this way:
"These are repaid over about 30 years by the homeowners who benefit from them. While assessments may be paid in full at home closing, most homeowners choose the annual payment. This assessment is fixed and determined and cannot increase."
The same guide says operations and maintenance assessments "may vary annually based upon community needs, inflation, and direct community costs." The schedules match that description. Comparing the district's FY2026 figures, published before adoption, with the new FY2027 schedule:
- Country Club East, Lake Club and Del Webb O&M: $645.30 to $649.01
- Lakewood Centre North O&M, covering Savanna, Indigo, Mallory Park, Arbor Grande and Woodleaf Hammock: $458.17 to $474.60
- Waterside-area O&M: $678.04 to $694.28
- Del Webb 42-foot debt service: $583.14 to $583.71, essentially flat
The district-wide budget points the same way. The adopted FY2027 O&M budget totals $15,477,791. Maintenance rises $486,733 to $11,744,794, Taylor Sector maintenance goes from $709,515 to $829,500, and Southeast Sector maintenance goes from $118,000 to $218,000. East Sector maintenance drops by $49,952.
For a buyer, this changes how two bills compare over time. Take a Whittlebury 57-foot lot on the CCE 2020 bond. Its $2,157.04 in debt service is about 3.3 times its O&M, and that part is locked and will retire once the bond is repaid. A Central Park 57-foot lot on the 2021A bond carries debt service close to its O&M, so a larger share of its bill is the part that can rise every year. The higher bill today has more of its cost scheduled to end, and the lower bill has more of its cost exposed to annual increases. The bond's payoff date, together with how many years are left, tells you more than this year's total does.
What "net" and "gross" mean on your tax bill
Each line of the schedule has two numbers. The Manatee County Tax Collector offers discounts for paying early:
- 4% from November 2 to December 3
- 3% from December 4 to December 31
- 2% in January
- 1% in February
- No discount in March
A 2025 Stewardship District bond offering document says its projected gross assessments were grossed up to cover early-payment discounts and county collection fees. So the gross figure is what lands on the bill, and paying in the 4% window brings what you actually pay closer to net. The gap between the two columns is not the same everywhere. On the FY2027 schedule, gross runs about 7.5% above net for Country Club East and Del Webb lots and less than that in the Waterside sections, so check the specific line rather than applying one rule of thumb. For reference, last year's Manatee bills were scheduled to mail November 3, 2025.
Summerfield, Greenbrook and Edgewater run on a different system
The Ranch's older villages fall under separate community development districts: CDD1 for Summerfield and Riverwalk, CDD2 for Country Club South and Edgewater, CDD4 for Greenbrook, and CDD5 and CDD6 for other Country Club areas. The Inter-District Authority runs Town Hall and provides administrative, financial and maintenance services to these districts. It also manages the Country Club/Edgewater, Greenbrook and Summerfield/Riverwalk HOAs.
These districts publish budgets for the whole district, not per-lot tables. In its adopted FY2027 summary, CDD1 lists $3,707,760 in special-benefit assessments, up from $3,035,800 in FY2026. CDD2 lists $4,679,220, up from $4,270,680. Those are district-wide totals, and the summaries include no per-lot schedule, so they can't be turned into a typical household's bill. These districts also own aging amenities. The Lakewood Ranch Observer reported in October 2025 that the $711,707 replacement of the Greenbrook Adventure Park pavilion and restrooms would draw $500,000 from CDD4 reserves and a voluntary $150,000 from the HOA, leaving CDD4 to cover $61,707, less any insurance recovery.
What to pin down before you write an offer
The district guide says builders disclose these costs up front. Florida's Section 190.048 requires specific disclosure language in contracts for initial sales within districts created under Chapter 190. The Stewardship District was created by a separate special act, Chapter 2005-338, and operates under Chapter 189. For a resale, a short set of questions covers most of what matters:
- Which bond series, or series, apply to this exact parcel?
- What are the debt-service and O&M amounts on the current schedule, both net and gross?
- Has the debt-service balance been paid off, or does the seller plan to pay it at closing?
- What are the village HOA dues, on top of the district assessment?
This is general information, not legal, tax or financial advice. Confirm the assessments and contract terms for your own purchase with a real estate attorney, tax professional or lender.
